Webex doesnt stop running. Even after you close, it reopens. It will never close. In order to close it follow these instructions:
1-Open Task Manager
-Ctrl+Shift+Esc OR
-Ctrl+Alt+Delete and choose task manager OR
-Right click on task bar and click on task manager
2-Sort by name if it is not sorted that way
3-Go down and find cisco applications
4-Close one by one. By right clicking on it and choose end task.
